2nd Chance Draw Standards

Overview

The 2nd Chance program offers players the opportunity to enter eligible non-winning instant scratch tickets into a second chance drawing to win cash and/or merchandise prizes. A player registers to participate in 2nd Chance through the Vermont Lottery’s official website or mobile app and is then able to enter eligible non-winning instant scratch tickets into the drawings.

  • Players shall be 18 years of age or older to participate.
  • To be eligible to enter the 2nd Chance drawings, a player must create a 2nd Chance account by successfully completing the registration process.
  • A player shall open no more than one account.
  • Each account must contain only one player's legal name.
  • An eligible ticket must have been sold by a licensed Vermont Lottery agent (past or present) or awarded by the Vermont Lottery.
  • Each specially marked non-winning Vermont Lottery instant scratch ticket is eligible for one top prize drawing and one quarterly second chance drawing.
  • Other non-winning instant scratch tickets may be eligible for one quarterly second chance drawing. These games are listed on the Vermont Lottery's 2nd Chance website as "Eligible Games".
  • Top Prize Drawings - For each specially marked game, one second chance prize will be established in the amount identical to the amount of the top instant cash prize for that game.
  • Prizes for the quarterly second chance drawing will be posted on the Vermont Lottery's 2nd Chance website.
  • The odds of winning any prize depends on the total number of eligible entries and the total number of available prizes for each drawing.
  • To access 2nd Chance, a player must first register for an account through the Vermont Lottery's 2nd Chance website (www.vtlottery2ndchance.com) or mobile app.
  • Registration is a one-time process. Once registered, a player will be able to log in to submit an entry into the second chance drawings.
  • Required information for registration includes legal name, a valid email address, mailing address, and date of birth. It is the player’s responsibility to update the email and mailing addresses in their profile if they should change.
  • The Vermont Lottery's 2nd Chance website (www.vtlottery2ndchance.com) or mobile app are the sole locations where a 2nd Chance entry can be submitted. Any ticket physically sent to or dropped off at Vermont Lottery Headquarters shall be ineligible.
  • To submit an entry, a player must first log in to the website or app using his or her unique account information created during the registration process.
  • Once logged in, a player submits an entry according to the instructions on the Enter Now page of the website or by scanning the barcode found under the scratch off material on the ticket. Required entry information from the ticket, for manual entry, includes:
    • The Entry Number - the fourteen (14) digit number located on the front of the ticket in the scratch-off area.
    • The Ticket Number - the twelve (12) digit number located on the back of the ticket near the barcode in the following format XXXX-XXXXX-XXX.
  • At the time of submission, the entry is verified against the Vermont Lottery's secure list of non-winning tickets.
  • After an entry has been accepted, the player does not need to keep the ticket.
  • An eligible ticket may be submitted one (1) time only.
  • Responsible Play is important to the Vermont Lottery. An individual may enter no more than 10 tickets in a day.
  • The entry deadline for each drawing shall be 11:59 p.m. ET on the date posted on the Vermont Lottery’s 2nd Chance website.
  • Drawing dates shall be posted on the Vermont Lottery's 2nd Chance website.
  • The drawings will be conducted at Pollard Banknote Limited, 140 Otter Street, Winnipeg, MB, Canada and will be open to the public.
  • An independent auditor will be present to verify that drawing procedures were followed.
  • Prizes will be awarded in the winner's name only. The winner is the name that was entered during player registration.
  • Prize winners will be notified by mail.
  • In the event that the Vermont Lottery or its designee are unable to successfully contact a winner within thirty (30) calendar days of the drawing, the first alternate for that drawing will be designated as a replacement winner. If the Vermont Lottery is unable to successfully contact a replacement winner within thirty (30) calendar days of winner designation, the second alternate will be designated as a replacement winner. This process will continue in thirty (30) calendar day increments until an alternate is successfully contacted.
  • All winners must complete a Vermont Lottery 2nd Chance Winner's Claim Form in order to receive the prize. The winner's social security number must be provided on the claim form. Winner age will be verified, claimants under 18 years of age will be disqualified.
  • Federal and State regulations require that we report all prizes of $600 and over to tax officials. For all prizes of $600 and over the winner will receive a W2-G.
  • An entrant may win only once per prize level per drawing.
  • Drawing winner's name, town and prize will be posted on the Lottery's Official website.
  • By entering the 2nd Chance drawings, the player agrees to accept the conditions contained herein and to abide by all applicable Vermont Lottery standards, practices, procedures, regulations and statutes.
  • The Vermont Lottery reserves the right to change or cancel 2nd Chance at any time subject to appropriate public notification.
  • This promotion is void where prohibited by law.
